Bazaraly Bakhtigereyev is an expert in the field of public administration, held senior positions in various state authorities, including the Administration of the President of the Republic of Kazakhstan, the Agency for Civil Service Affairs and the Tax Committee of the Ministry of Finance.

Bazaraly took part in the development of the constitutional reforms of 2007 and 2014, as well as the Concept of the Legal Policy of Kazakhstan for the period from 2010 to 2020. For the first time in the post-Soviet space, he was in charge of introduction of a grading system on the scale of the entire state apparatus. Bazaraly has advised recognized foreign and international organizations such as Tony Blair's Group, The World Bank, European Union, European Counsel and United Nations.

Bazaraly was awarded the state medal "Eren Enbegi Ushin".
